Organization for Security and Cooperation in Europe (OSCE)

OSCE (former name was Conference on Security and Cooperation in Europe) is the world largest organization engaged in the issues of security. It unites 56 states situated in the North America, Europe and Central Asia.

OSCE continues Conference on Security and Cooperation in Europe initiated by the heads of 35 Eastern, Western and non-aligned countries of Europe as the platform for talks about cooperation in Helsinki in 1973 during the period of “cold war”. Later the members agreed on both measures of strengthening from the number of military confidence and security and also decided that their states will work together in the sphere of economical, scientific, technical, ecological, cultural and humanitarian fields. At the moment the basic objectives and tasks are prevention of appearing conflicts in the region, settlement of crisis situations, and elimination of conflict consequences. The basic means of security maintenance and solving of the main tasks are the following:

 

«First basket», or political and military dimension:

  • Control over proliferation of armaments;
  • Diplomatic efforts on prevention of conflicts;
  • Measures concerning creation of confident relations and security;

«Second basket», or economical and ecological dimension:

  • Economical and ecological security.

«Third basket», or human dimension:

  • Protection of human rights;
  • Development of democratic institutes;
  • Monitoring of elections;

One of priority directions of economic measurement of OSCE activity is counteraction to money-laundering and terrorism financing, and also struggle against cross-border and corruption criminality. In the given direction OSCE works both in cooperation with other international organizations (NATO, etc.), and independently realizing regional and national actions for training and increase of competence level of subjects of various financial sectors of the member-states. At the same time OSCE is the observer of regional group akin to FATF, the Eurasian Group on combating money laundering and financing of terrorism (ЕАG), participating in programs of technical assistance and representing itself as their donor.
