Mussiraly Utebayev was born on the 1st of January 1950.

He had higher education. Doctor of Economic Sciences, Professor.

 

Education, specialty (qualification):

  • Shymkent Institute - 1967 - 1971 years. Physics and Mathematics.
  • Research Institute for the design of computer centers and economic information systems CSA USSR-1979, Moscow. Graduate school.
  • Academy of National Economy under the Government of the Russian Federation on the specialty's leading expert on economic methods of management - 1989-1991years.

  • 1988-1991 – Deputy manager, head of the oblast statistic department.
  • 1991-1992 – Deputy of the chairman of Shymkent oblast executive committee.
  • 1992-1993 – Deputy of the head of South Kazakhstan oblast administration.
  • 1994-1995 – The first deputy of the chairman of National agency on foreign investments.
  • 1995-1996 – Advisor to the president of the Republic of Kazakhstan, head of the economic policy department of the Administration of the president of the Republic of Kazakhstan.
  • 1996-2002 – Chairman of the Accounts Committee on control over republican budget implementation.
  • 2002-2008 – Deputy and chairman of the Finance and Budget Committee of the Senate of the Parliament of the Republic of Kazakhstan.
  • 2008-present days – Chairman of the Committee on financial monitoring of the Ministry of finance of the Republic of Kazakhstan.
